Dear Neighbors and Residents of Lincoln County,
Hello, my name is Joey Antilla. As a lifelong resident of Kemmerer, my roots run deep in this community. For 26 years, I have been happily married to my husband. Together, we have raised two children and are now blessed with three grandchildren-all of whom live within three miles of our home. Family and community are the foundation of my life, and that is why I am so deeply committed to the future of Lincoln County.
For the past 24 years, I have had the privilege of serving as your Deputy Treasurer. During this tenure, I have worked for 18 years under Jerry Greenfield and six years under Kathy Tomassi. When faced with a resignation in 2017, members of the Republican Party asked why I did not apply for the position at that time. My answer was simple: it was not the right time for my family. My son was still very young, and my mother had passed away just months prior. Today, my circumstances are different, and I am fully prepared, energized, and ready to step into the role of your County Treasurer.
Experience is knowledge, and experience is exactly what I bring to the table. With nearly a quarter-century of hands-on service in this office, I possess the vast knowledge required to guarantee a seamless, efficient transition.
As your Treasurer, I will uphold the core values of transparency, accountability, and responsibility. I plan to actively enhance public transparency by making monthly financial statements and other informative documents more accessible on the county website. You deserve to see exactly how your county resources are managed.
To understand why experienced leadership matters, look at the immense scope of the core duties this office handles:
· Sales Tax Management: We collect and release sales tax to the Wyoming Department of Revenue, totaling $3.5 million fiscal year-to-date.
· Property & Motor Vehicle Taxes: We bill, collect, and distribute these revenue streams to roughly 54 different entities, totaling $65 million fiscal year-to-date.
· Revenue Tracking: We receipt and meticulously track all incoming county revenue.
· Investment Policy: We ensure that funds are invested safely, properly, and efficiently, while securing decent returns.
· Pass-Through Funds: We also manage and release state-level funds, including Lodging Tax, Impact Assistance Payments, Forest Reserve funds, Taylor Grazing funds, and Railroad Car Allocations, totaling roughly $455,000 fiscal year-to-date.
This office manages and is exposed to nearly $100 million. With tax distribution streams alone reaching close to $70 million, it is absolutely crucial that an accurate, unbroken account of Lincoln County’s revenues and expenditures is maintained at all times.
The Treasurer’s Office does not just track funds; we handle the core fund accounting, balancing, and monthly financial statement generation. Before Jerry Greenfield took office, true financial accountability did not exist like it does today, and monthly financial statements were unheard of. Alongside Jerry, I played an integral role in developing and structuring Lincoln County’s financial statements from their inception. Our financial model is respected and has been utilized as a blueprint across Wyoming.
Furthermore, I have assisted in the successful execution of 24 independent annual audits. This history proves that we maintain stringent compliance standards. Our financial reporting must strictly adhere to Governmental Accounting Standards Board (GASB) requirements. If we fail, vital state and federal funding is halted-this has never happened.
I also want to directly address and clarify the audit findings and corrective action plans located at the end of our yearly audits. The explanation is straightforward: the county audit combines "component units," which are the Library, the County Fair Board, and the Weed & Pest Control District. As stated within the audit, the county does not handle the accounting for these independent entities, meaning there is no direct control over their books. The recurring audit findings regarding the internal controls related to reconciliations and adjustments apply to component units. Because we do not manage their accounting, these findings have reappeared annually-a fact that our independent auditors can readily confirm.
Experience is knowledge, and it is the defining asset I offer to the voters of Lincoln County.
I am fully qualified, confident, and prepared to lead the Treasurer’s Office. The devotion, dependability, and positive outlook I have maintained for the last 25 years are the exact qualities I will bring to the office every single day.
